Uzbek witness reports hundreds killed

Uzbekistan has confirmed at least 400 bodies have been recovered from the rubble of a former city hall in central Kabul.

Resident reveals leaky dam wall fears

Powell, whose building is in the city's downtown core, said she has been concerned about water flow at her property since August, when she became concerned after hearing the water was dangerously low.

Powell has since started to study the drainage system at her property and has come to the conclusion that if she had no water to go back to, it was not possible to keep her home's plumbing service working in the event of a flooding situation.

"It's not just a problem at my house, because if someone were to want to flood this place and the water level were to rise over my property, then there could be a leak in the dam that would lead to a large scale spillage of water.

"So I'm worried about it now and I'm going to keep doing some research to find out what this thing is," she added.

Powell said she was not expecting this situation to happen to her, especially because of the number of city employees who support and serve all residents, who include residents in Powell's own household.

But she does have some good news, as she said there is the chance that if there is no infrastructure repair or upgrades on the downtown Riverview Avenue dam that would need to take place, water levels would continue to come back up, forcing residents to use a temporary system instead.

"We've done the work that's required, we've given this an 80% chance of doing what it should do, and we've come up with this. We can probably take some of the water back, and it's not much more work than if it were to take 100 litres and just let it sit. So we're all happy right now, which is a good feeling.

"We have a city department (the city of Hamilton) that is actually funding us in many cases and they've started to help us out. Some have helped us, some have not, but they've been able to help us through the first couple of months with some small things so there have been some small steps," she said.

The dam is a 50-year-old project for which the city is committed to repairing and rebuilding the downtown Riverview Avenue dam and a third dam that supplies a number of other facilities.

Powell said while it would take years for the downtown riverfront area to be completely and permanently repaired, it was also the right time to start a second water system, the city of Hamilton has said.

"That's what this is. It's a priority. We understand we're going to be back out on the street this summer and we have a really important conversation to make sure we're doing that right," Powell said.
